Kingsland City Council Makes Seriously
Smart Decision, Unanimously Votes for
No Opt Out Fee for Smart Water Meters!
In a four-to-nothing vote last night, savvy Kingsland City Council members voted to abolish the $25 opt out fee previously in place for "smart" water meters. Jim McClain, Grayson Day, Mike McClain, and James Galloway made the courageous move after being informed of the dangers presented by the radiofrequency radiation (RF) emitted by these meters every fifteen seconds!
Why the request for the free opt out? Because RF can negatively affect human cells and DNA, children and adults alike can become sick, have memory, learning, and behavior problems, and even have leukemia, or brain or heart cancer.
I would like to thank these four City Council members for their vote to allow Kingsland citizens to choose to opt out for free from "smart" water meters. Lots of people across the world fight for this type of ruling, and we are very happy to have gotten it here!
To opt out, just click on the big, blue "W" below this article and print out the opt out form. It has instructions what to do then: "Completed forms can be dropped off at our office at 105 W. For other municipalities who are seeking to save themselves from "smart" meter emissions with a free opt out, we suggest meeting with your public officials in person. Show them the evidence that radiofrequency radiation can wreak havoc on the human body. We used this chart from Dr. Ronald Powell: Biological Effects Chart, and showed the RF that can be emitted from a cell phone using a radiofrequency radiation analyzer. We also shared the brochures and warning cards on this page: StopSmartsMeters dot org store, and talked about the ALARA, or "As Low As Reasonably Achievable" principle. The Centers for Disease Control says about ALARA: "This principle means that even if it is a small dose, if receiving that dose has no direct benefit, you should try to avoid it [CDC link to ALARA info]."
Because our city already had a company that was providing "smart" meters and had safety claims, we showed our officials, on the chart created by Dr. Ronald M. Powell, Ph. D., that's mentioned above, that the amount of RF that these meters were emitting was capable of causing harm to children and adults. We also used this conversion chart to show how microwatts per meter squared, which our RF analyzer used, and microwatts per centimeter squared, which the meter manufacturing company used in their brochures, were related (a minor math matter): Microwatts Conversion Chart.
Probably the most convincing part of the presentations we made was showing, via recorded video, the emissions that came out of some already-installed "smart" water meters. The levels at which the company claimed their meters emitted this radiation could result in the following dangers, according to scientific research included on the chart: cause heart palpitations and insomnia, damage DNA, have reproductive and fertility effects, disrupt immune function, and cause heart and brain tumors/cancer, among other effects.
We talked with neighbors and were lucky enough, thank God, to get one that wrote a letter to the mayor, saying the radiation would endanger her kids and she didn't think she should have to pay to escape it! We gave the letter to the Mayor at our personal meeting, and distributed a copy of the letter to each council member at the meeting where the opt out vote took place.
Some other documents we took to our personal meetings with city officials included: a sheet that talked about the World Health Organization making radiofrequency radiation a Class 2B carcinogen (which we put together from information here: Stopsmartmeters dot org WHO article), and a printed-out couple of pages from EMFscientist.org showing their international appeal for "protection from non-ionizing field exposure [we trimmed it a little to make it fit on two pages: 237 Scientists from 41 Countries Ask for RF Intervention]. We also took the chart from the bottom of this Prevention article entitled "Is Dirty Electricity Making You Sick [Spoiler: It could be - link here]?" and a letter from the the Environmental Protection Agency stating that neither they nor the Federal Communications Commission (FCC) cover non-thermal radiation - the kind that harms your kids, grandkids, and you - in their regulations. Now, this letter was from 2002, but that has not changed in the years since they first made the regulations! Here is a link to the letter. Last, but not least, there was a fact sheet that brought everything together as far as why there should be a free opt out in our town. I'm going to put that below. Please feel free to use any and all of these materials to go for the gold and get your own free opt out for your town, state, or other municipality! I'm also posting, below the fact sheet, the two presentations we made to the city council on the night of the free opt out vote.
It seems like a lot of items, but we got better at the presentation with practice, and the whole thing took about a half hour by the time we got to meeting with the mayor. :-)

Fact sheet, "Why Should There Be a Free Opt Out Fee for Smart Water Meters?"
The smart water meters provided by Neptune emit high levels of radiofrequency radiation (RF) every 15 seconds or so, radiation that has been shown by many research studies to damage DNA, disrupt immune function, cause heart and brain tumors, and other negative health effects. Children are especially susceptible. Some believe repeated exposure to RF can cause sensitivity to it, thus starting a vicious cycle that makes it difficult for people to be around any technology that emits it.
Neptune advised the City of Kingsland that these meters are safe. But they based that on faulty information. Based on unbiased scientific research on RF, they are not. They emit radiation at levels up to eighteen hundred times higher than some suggested limits. And the fact that these water meters pulse radiation makes it worse, because the body doesn't have a chance to get used to it.
FCC/EPA guidelines do not cover non-thermal radiation damage, the kind caused by RF emitted by these meters. Their guidelines only address damage caused by actual heating of human tissue.
Neptune also advised the City of Kingsland to charge a fee to opt out. This was very bad advice. A large proportion of our population here in Kingsland won't be able to afford a $25.00 a month opt out fee. That makes it discriminatory.
If one is forced to sign a contract to escape harm, that goes against the principle of right of contract, which says there can be no coercion to sign a contract. The World Health Organization has classified RF as a Class 2B carcinogen, and people should be able to escape it at no charge.
The $25.00 opt out fee is not for reading the water meter, as the charge for reading the meter was already in the bill we got every month, and citizens will continue to pay that, or get their water cut off. The City of Kingsland has charged its customers, for many years, for the resources the City utilizes to read water meters. As with the electric company, there is not a separate charge to read the meters, but customers, obviously, pay to have their meters read. The $25.00 opt out fee would be in addition to the charge that previously included reading the meter. People who opt out and are forced to pay $25 will be paying what they previously paid to have their meter read, plus the $25 charge, which will be tantamount to double-dipping.
Other communities, even states, have free opt outs, including Los Angeles and Arizona. In Michigan, during a hearing for a free opt out bill concerning smart meters, Richard Mettzer, Ph. D., said opt out fees are punitive, and designed to discourage people from opting out at all. The 14th Amendment of the Constitution addresses the "peaceful enjoyment of private property," and that is not possible if one cannot choose freely to not have radiation pulsing across the lawn every 15 seconds.
The vision of the Council is to enhance the quality of life, and have a commitment to family. This can be accomplished, in part, by making the smart water meter opt out free.
Dear Mayor Smith, given all the foregoing information, we would appreciate your help in getting a free or close to free opt out for smart water meters passed by the Kingsland City Council. The good people of the City of Kingsland deserve fairness from this beautiful place they've chosen to live, and for good reason. First of all, I'd like to thank you for letting me speak before you, & say that we really love living in Kingsland. It's a great city, & you all help make it this way. Today I'm here to ask for your help in getting a free opt out for smart water meters. It was in the interests of saving the citizens of Kingsland money that you installed these modern meters. Unfortunately, scientists are finding out that the type of radiation these meters emit thousands of times a day can be hazardous to our health. The companies that sell smart meters assure us that they're safe, but that is just not the case, & that's the main reason we're asking for this free opt out.
The World Health Organization classifies RF, aka "radiofrequency radiation," the kind emitted by smart meters, as a Class 2B carcinogen. This is the same class that lead paint and asbestos are in, both of which we all know snuck into our society under the guise of safety and convenience, but now have to be "led" out using costly and complicated biohazard techniques. We've shared with you this "Reported Biological Effects from RF Radiation" chart (hold up). It shows dozens of research studies, &, according to Cindy Sage, an expert in the field, there are "thousands of studies in the last four decades have found that EMF exposure can create negative health effects in almost all of the systems of the body." These effects include ringing in the ears, heart palpitations, DNA damage, sleep & immune disruption, blood pressure problems, & cancer of the brain & heart.
Btw, though the companies that manufacture these meters assure their customers that they are not harmful, the information they rely on is NOT accurate. They look to the Federal Communications Commission and the Environment Protection Agency, the FCC & the EPA, to supply accurate safety information. Unfortunately, & please remember this during your deliberations, the EPA itself says that their current guidelines, which haven't changed since 1996, DO NOT APPLY TO CHRONIC, NONTHERMAL RADIATION SITUATIONS, which is what you have with a smart water meter. (Hold up EPA letter.) You heard that right. The governmental departments that smart water meter manufactureres rely on to tell you whether the meters are safe for your family do not address the radiation that is emitted from their meters! They only have guidelines that address their HEAT, and whether or not the meters will burn you. That's like regulating whether or not someone can beat you to death with a gun, but not whether or not they can shoot you through the brain or heart!
We think the citizens of Kingsland should not have to pay to avoid these dangers from a gadget that's supposed to be helping them. The radiation is beamed in every direction, & can reach at least thirty feet, if not farther. Please let your water customers opt out of this dangerous situation without having to pay a fee.
Here's a 2nd reason to do that. The opt out fee of $25 per month, which would have personally cost us over $7000 dollars if it was in place since we moved here, is billed as a charge for having the meter read by a person driving around in a truck. The fact is, we were already paying for that person in that truck to read the meter. Yes, it was not a line item on a bill, but, just like the electric company, water departments don't usually separate out reading the meter as a line item charge. It is included with everything else, including gallons used & water treatment. Saying that we're not paying to have the meter read already is like saying, when you buy some fried chicken that you're not paying to have it fried. The opt out fee is EXTRA, like someone waiting for you as you go to walk out the door, after you've paid for the fried chicken, asking for more money for cooking the chicken because "that wasn't included in your bill"!
There have been several amounts bandied about for the new smart water meter opt out, including zero dollars, one dollar, and five dollars. We would like to ask, again, that the opt out be free. We have seen that the $25 a month fee that is on the books now is not for reading the meter, so that is not a fair amount. If the fee is for reading the meter, and we were already paying for that, then the fee should be zero, in our opinion. Plus, many in Kingsland could not afford even a five dollar opt out fee. They are having trouble paying their bills as it is. So, please, vote for an opt out fee that is totally free. This will follow the Council's own vision of enhancing the quality of life for Kingsland residents, & the Council's proven commitment to family. Thank you.

We had a lot of places to choose from when moving here, and very deliberately chose Kingsland for its many positive characteristics, including friendly people, beauty, and location. We also appreciate the caring responses of those who run this great city to our concerns.
As you heard, one of our biggest concerns is the radiation being emitted from the new smart meters. Your hearts were in the right place in ordering these meters - you were trying to save us money. There are over 70 million of them installed in the United States. But, as with many other inventions throughout history, and through no fault of your own, these gadgets have issues. In short, it's been shown that smart meter emissions, called radiofrequency radiation, or RF, which make it possible for them to be read from a distance, can be very harmful for people, and especially for kids, and that's what I'll talk about today.
One reason RF is more harmful to kids is that they are in a developmental stage. Their relative size is obviously smaller than that of an adult. And they are going to be playing around radiation-emitting meters, since these water meters are in or next to yards, and, as of yet, have no warning signs on them. Shockingly, the meters are shooting out dangerous amounts of RF every fifteen seconds or so, and that is just not something parents who have been informed about these dangers want near their kids. This is why we want a free opt out, for the protection of human health.
Please allow me to read a letter from one of my neighbors addressing these concerns. I've provided you a copy: This Kingsland mom says "I do not believe that individuals should have to pay an opt-out fee for smart water meters. They emit radiation many times per day, and this is unsafe for the myriad children roaming around our home. Additionally, we were already paying to have the meter read, so why the added expense?"
I measured the radiofrequency radiation emanating from smart water meters and have seen readings at very high levels, which I've shared with you in person. Here is a quick demonstration of the machine we used to read the meters, for those who haven't see it. The noise you'll hear is an indication of RF coming from a cell phone. (Demonstrate analyzer.) Cell phones emit the same radiation as smart meters, and, as you know, we've been hearing more and more warnings about cell phones in the news: Little children, hopefully, are not carrying around cell phones, but they are playing on and around smart water meters. We have to do all we can to protect them from harm. Kids can absorb up to TEN TIMES more radiation than adults, and we are responsible for making sure they have as little exposure to RF as possible While I'm on the subject, I'll just say please please look into hardwriting your electronic gadgets at home, to try and reduce your kids' exposure to radiation at home to zero.
What kind of health problems can RF cause? Because it negatively affects their cells and DNA, children can become sick, have memory, learning, and behavior problems, and even have leukemia, or brain or heart cancer. No wonder this concerned mom and other parents don't want their kids around radiation-emitting meters. There is also a medical condition, "electromagnetic hypersensitivity," or EHS, that the World Health Organization describes as "a phenomenon where individuals experience adverse health effects while using or being in the vicinity of devices emanating electric, magnetic, or electromagnetic fields," which is sometimes debilitating for the affected persons, some say up to 8% of the population. This free opt out will benefit EHS victims, also. Other communities and even states have free opt outs for smart meters. Hopefully, one day, these meters will be modified so that they only release a signal when the reader truck drives by, or, better yet, replaced by a non-RF-emitting meter. As of this year, over two-hundred and twenty-five scientists across the world have asked the United Nations that, at the very least, children and pregnant women be protected from radiofrequency radiation. France has banned WIFI in nursery schools, and WIFI routers in elementary schools are turned off until needed. We hope that you, too, will take action to protect our little ones, and make the opt out for smart water meters free. Please consider that we were already paying to have out meters read as part of our bills, and shouldn't have to pay an extra $25 a month, which would be a double charge. This type of fee has been termed "punitive" by some, but we know you don't mean it as such. Thank you very much for your time and attention to this important "meter matter."!

Suggested sign for under your safe analog meter: "DO NOT REPLACE METER. We refuse the 'smart' meter due to safety, security, and privacy issues." Print that out using large letters on a sheet of paper, and place in a gallon ziplock. Affix under analog meter, where both can be read. Check periodically to make sure it is still there.

Not-so-smart Gas Meter Emitting Dangerous Radiofrequency Radiation (RF) Every 15 Seconds!The video above shows a gas meter that the company claimed only shot out radiation when asked. On the contrary, it actually emits radiation four times a minute! That's over TWO MILLION times a year that cancer-causing RF is shooting into and THROUGH the wall next to it, radiating the person that was sleeping there. He only discovered the problem because he was getting awakened for no reason through the night, and having insomnia, when he did not previously.If you have a "smart" gas meter, call the company that gave it to you and ask them to give you your safe analog meter back. There's no law that says you have to have a "smart" meter, and there are many health problems that can result from being bombarded with radiofrequency radiation (see health issues link here). If they refuse, call the Georgia Public Service Commission (800-282-5813), or visit them online (http://www.psc.state.ga.us/contactinfo.asp) and complain/pursue the matter further. Your family's health is at stake!If you do not have a "smart" gas meter, I would suggest placing a sign on your safe analog meter that says, "DO NOT REPLACE METER. We refuse the smart meters due to health and safety issues." Put that in a gallon ziplock and place it where the meter can still be read, and that is safe.

Please Contact the Georgia Public Service Commissioners to Ask for Free Opt Out from Dangerous "Spy and Fry" Meters!
Dear Friends,
There's a danger lurking on the side of your home. It's probably been there a while, silently shooting deadly, cancer-causing radiation through you and your family, putting your power at risk of being hacked, and maybe even raising your electric bill through the roof!
As you may have guessed, I'm talking about your "smart" meter. Still not sure? Just walk outside and take a look at your electric meter. Does it have a digital readout? Then you have one of the infamous "Spy and Fry" meters, which have started fires all over the world, putting countless men, women, and children in serious personal peril.
A recent study done by the US National Toxicology Program showed that radiofrequency radiation (RF), the same type of radiation emitted by "smart" meters and cell phones, can cause tumors of the brain and heart. Some other health complaints include insomnia, heart palpitations, ringing in the ears, and even seizures! Children are especially susceptible.
When asked about the safety of having a "smart" meter on the outside of a wall at one's home, a power-related official said "Well, you're not sleeping in that room, are you?"! More information about the extreme dangers of digital meters is available online, including videos of the damage they can do/have done.
If you're a Georgia Power customer, you can escape the dangers, at least from your own "smart" meter, by paying $19 a month. For this fee, they will put a safe analog meter, the kind with the spinning silver wheels, back on your home (call 888-660-5890 to make the request). But no one should have to pay to escape the harm listed above.
Please contact the Georgia Public Service Commission to let them know that it is unfair for people to have to pay any amount of money to escape harm from their own electric meter, meters that should never have been installed in the first place. These meters were never tested for human safety, and the Federal Communications Commission (FCC) statement that they are safe is based on their heat output, not on the radiation they emit!

Athens-Clarke County Resident Feels "Assaulted" After Being Forced to Have a Spy and Fry Meter by Rayle EMC. Cops Called to Her Home TWICE!
Adding insult to injury, Rayle EMC has called the police - twice - on a citizen in Athens-Clarke County for refusing to have a new "smart" meter put on her home. This person, whom I shall call "Ms. Smith," did not want a new fire-starting, cancer-causing, bill-raising, totally hackable digital meter on her home. She wanted a safe analog, and says she had been told by Rayle that she could have one two years prior, after a "smart" meter was snuck on her home without her knowledge. But they had just put another "smart" meter on there.
Earlier this month, Rayle EMC came back out, wanting to put a new "smart" meter on, and Ms. Smith refused. They went away, but came back and called the police when she again refused. Two cop cars showed up. The Rayle EMC representative was very angry, according to Ms. Smith, and said they WOULD put on the dangerous meter whether she wanted one or not. He also said Ms. Smith could not take a picture of the meter they wanted to put in, although one of the policemen had suggested that would be a good idea, so she could check out its safety for herself.
Rayle EMC did come back the next day, despite the fact that they said they would schedule a meeting with her first. Again, two cop cars showed up, and, even though Ms. Smith repeatedly told the three men who were standing against her "no, do not install that meter" and that this installation was being done without her consent, the Rayle EMC employee went ahead with the illegal installation. There is a law in Georgia against putting an eavesdropping device on someone's home, and a "smart" meter keeps track of the different spikes in your electrical usage, spikes that can be identifiable as certain usages and behavior patterns. That is spying and is against the law in Georgia.
From the "Letter of No Consent, No Trespass" in the "Avoid a 'Smart' Meter page: "
7. “Smart Meters” are, by definition, surveillance devices which violate Federal and State wiretapping laws by recording and storing databases of private and personal activities and behaviors without the consent and/or knowledge of those people who are monitored. They violate Georgia law specifically: TITLE 16. CRIMES AND OFFENSES CHAPTER 11. OFFENSES AGAINST PUBLIC ORDER AND SAFETY ARTICLE 3. INVASIONS OF PRIVACY PART 1. WIRETAPPING, EAVESDROPPING, SURVEILLANCE, AND RELATED OFFENSES O.C.G.A. § 16-11-62 (2011) § 16-11-62. Eavesdropping, surveillance, or intercepting communication which invades privacy of another; divulging private message It shall be unlawful for: (1) Any person in a clandestine manner intentionally to overhear, transmit, or record or attempt to overhear, transmit, or record the private conversation of another which shall originate in any private place; (2) Any person, through the use of any device, without the consent of all persons observed, to observe, photograph, or record the activities of another which occur in any private place and out of public view…(3) Any person to go on or about the premises of another or any private place, except as otherwise provided by law, for the purpose of invading the privacy of others by eavesdropping upon their conversations or secretly observing their activities; (4) Any person intentionally and secretly to intercept by the use of any device, instrument, or apparatus the contents of a message sent by telephone, telegraph, letter, or by any other means of private communication; (5) Any person to divulge to any unauthorized person or authority the content or substance of any private message intercepted lawfully in the manner provided for in Code Section 16-11-65; (6) Any person to sell, give, or distribute, without legal authority, to any person or entity any photograph, videotape, or record, or copies thereof, of the activities of another which occur in any private place and out of public view without the consent of all persons observed; or (7) Any person to commit any other acts of a nature similar to those set out in paragraphs (1) through (6) of this Code section which invade the privacy of another. Subsequent contact with Rayle EMC revealed that they understand that there in no law requiring someone to have a "smart" meter. The Energy Policy Act of 2005 says only that someone can have a "smart" meter if they WANT one.
This is totally unacceptable behavior on Rayle EMC's part, and on the part of the police. These digital meters have proven dangerous in many, many instances, starting fires, bombarding people with cancer-causing radiation, raising electric bills to up to seven times their normal amount, and being hackable from across the world. Ms. Smith is totally within her rights to refuse any type of "smart" meter, including a power line communication (PLC) meter, because these can turn your home's wires into antennae, and create transients in the wires. This condition is also known as "dirty electricity," and can increase your family's chances of cancer by up to 12%!
Rayle EMC has been provided with information showing the danger of PLC meters. They should immediately allow their cutomers to opt out, as so many other power companies rightly have. Of course, none of these unsafe meters should have gone up in the first place, and the ideal situation is that they be outlawed altogether, before more people get hurt and/or die. The responsibility lies with the power companies and those who are pushing them, paying them, to put illegal Spy and Fry meters on homes and businesses.

Judge Rules Opt Out Fee is Illegal for Disabled, Orders Safe Analog Reconnected!
Good news for Americans with disabilities and those dealing with an investor-owned utility! Josh Hart, director of StopSmartMeters.Org, has had his power restored after his local investor-owned utility, Plumas-Sierra Rural Electric Co-operative (PSREC) was forced by a judge to turn power back on to his safe, analog meter after 16 months. They also dropped all past opt out fees and provided self-read analog service at no charge.
From the Portola Reporter: "Plumas County Superior Court Judge Janet Hilde ruled that PSREC's opt out fees violate state discrimination laws stating public utilities cannot prejudice, disadvantage, or require different rates or deposit amounts from a person because of medical condition [http://stopsmartmeters.org/wp-content/uploads/2015/07/IMG_1025.jpg]."

the recipients of this letter familiar with the law, and those
responsible for the safety of electric customers in our state, such as
the Georgia Public Service commissioners: Does Georgia have a
discrimination law similar to this one from California? If any
electric customers would like to pursue action on this from an ADA
standpoint, there are resources at the federal level that might help you
escape the opt out fees imposed if you decide to keep a safe analog on

Josh suffers from electromagnetic-hypersensitivity, or EHS, and had a letter from his doctor stating that he could not have a "smart" meter on his home, due to the electromagnetic frequencies (EMF) it would emit. PSREC originally turned Josh's power off because he did not pay the opt out fee. I'm not suggesting that anyone stop paying that fee. I would advise against it, because you might get your power turned off. But I'm sharing the story because it shows that investor-owned electric companies can do the right thing and make sure customers that want a safe analog meter on their home, as opposed to a cancer-causing, fire-starting, bill-raising, totally hackable "smart" meter, are given a choice.
This case and others like it also suggest a reasonable course of action to Georgia Power, the Georgia Public Service Commission, and other electric companies. No one, especially those with disabilities, should be forced to pay to be safe from harmful radiation, not to mention fires and criminal hacking, in their own home.

How to File an Accommodation Letter / Discrimination Complaint Associated with RF Radiation from Smart Meters
People with disabilities and medical conditions may feel they are being discriminated against – involuntarily exposed to RF radiation from smart meters on their property or neighboring properties that may cause harm, risk, exacerbate an existing condition, or are being charged fees to opt-out of smart meters for medical reasons (illegal surcharge). Accommodations may be requested of the PUC or utility for qualifying disabilities or medical conditions. A discrimination complaint may be filed if accommodations aren’t met.
Each state and local gov’t, including a municipal utility (run by local gov’t) is required to follow the Americans with Disabilities Act under Title II . Privately-owned utilities may be covered under Title III (see below). The ADA (more at www.ada.gov) is enforced by the US Dept of Justice (US DOJ). Privately-owned utilities that accepted federal funding for smart meter and smart grid projects also must follow certain additional federal discrimination laws, such as Section 504 of the Rehabilitation Act of 1973 (as amended), as it applies to equal access to program benefits and services (equal access to essential utilities such as electricity and gas or water)**, with enforcement by the US Dept of Energy.
People with qualifying disabilities**** under the ADA*** may wish to file a complaint against the state Public Utility Commission and the utility company involved, if they feel their rights have been violated through denial of accommodations for their disability or medical condition. The complaint(s) would be filed with the US Dept of Justice (US DOJ) and/or the US Dept of Energy for Section 504 complaints (see below). Please note that there may be a time limit from the date the discrimination occurred (may be 180 days or less). It is recommended, if possible, to have legal assistance from an attorney or advocate skilled in disability rights to assist you in this process. Do an online search on “disability rights attorneys” to locate nonprofits with free disability rights clinics or attorneys who specialize in this area. First step:

2. Write the state PUC and utility to request the accommodations.
3. You may refer to your disability or medical condition in general or choose to describe your disability or medical condition briefly, and how RF radiation impacts it.
4. It is helpful to confer with a supportive healthcare provider who will write a letter also making the request.
5. Request, specifically, the accommodations you wish to be provided with. These may be determined with your healthcare provider.
(for example: smart meters removed from your property and/or neighboring properties that impact your disability through exposure to RF radiation, analog (purely electromechanical) meters to replace them, no opt-out fees).
6. If you are denied, then you may file a complaint to the US DOJ (or US DOE, see below). You may also file a complaint if you have proof of a discriminatory policy of the state public utilities commission (ie. forcing smart meters and RF radiation on you and on everyone without regard for disability, or charging a surcharge or fee to avoid the radiation for medical reasons).
People with medical conditions under 504 (same complaint form for US DOJ), may first file an accommodations request to the state public utilities commission or utility as above based on a medical condition, rather than disability, or for both disability and medical condition(s) if applicable.

Why Should You Pay
$19 a Month?
Remember: There's NO LAW That You Have to Have a Fire-Starting, Cancer-Causing, Bill-Raising, Totally Hackable "Smart" Meter!
Concerned Georgians are writing me about the opt out fee, wondering what might happen if they don't pay it. Here is what I told one inquiring gentleman:
You wrote: "Do they have the authority to cut off my power if I choose not to pay the $19?"
Because there is no law saying you have to have a "smart" meter, I don't think they do. But that doesn't mean they won't!
The only law that pertains to "smart" meters is the federal Energy Policy Act of 2005. It says that you may have what they call a "time-based" meter if you REQUEST one (page 372-373).
So it seems like blackmail or extortion to make us pay $19 a month to avoid having our house burn (see info here about fires and explosions) or our wiring ruined (link here to story about Decatur fire where $11,000 damage was done to home's wiring), to escape more radiation than a cell phone emits (link here to evidence that "smart" meters can emit almost forty times as much radiation as a cell phone), to not have criminals hack our meter (link to research on how criminals can find out if you're home or not), or a terrorist turn our or a whole city's power off with a cell phone (link to ex-CIA director disclosing that terrorists can use cell phones to hack the "smart" grid), and to avoid having our power bills rise by up to seven times (link here to all the reasons to avoid a "smart" meter like the plague).
I would suggest calling and/or emailing the Georgia Public Service Commission (800-282-5813/ gapsc@psc.state.ga.us) and complaining that it is illegal to make us pay for something the law doesn't say we have to have. Some people cannot afford to pay - does that mean they should be put in danger? That is unethical and illegal. These disastrous devices have never been tested for human safety - they should never have been put on anyone's home or business in the first place! So there obviously should be no fee at all.
What we are going to do is write "opt out fee paid under protest" on our checks. I hope that, when this digital meter debacle is all said and done, the meters will be banned, just like DDT and lead paint (the World Health Organization says that the radiofrequency radiation emitted by a "smart" meter is a Class 2B carcinogen, just like DDT and lead paint), and we will, perhaps, get all the illegal fees paid towards this opt out back.
So that, to me, is the bottom line. I welcome any input from citizens on this issue, and please rest assured that this unfair, extortionate fee will be fought until it is abolished!

You state your authority for charging this fee as being approved by the Georgia Public Service Commission, yet in a letter from said Commission to the Senior Assistant Attorney General Mr Daniel Walsh, a clarification on the state of the
law was requested with regard to smart meter expense recovery and no response to that question has
been known to be made public.
If we are charged this fee, let it be known that we will pay this fee under protest with every bill paid to
Georgia Power and that note will be attached to every payment until the said fee is removed and we are
free from being made hostage to the opt-out fee.
"As our letter of October 26, 2011 mailed to Georgia Power by “certified mail” stated, we continue
to reiterate some important points for our refusal to the installation of a SmartMeter at our
residence for the reasons stated before as being that the SmartMeter has three functions: monitor, control & communicate, but cannot & does not deliver more efficient use of energy, therefore it can only be used for the benefit of the provider,(Georgia Power) and not the user. It is essentially a router and nothing more. It is to pin energy rates to markets in order to enable the provider to charge the highest rate in any given period of time to any user by comparing consumption of users in a given area.
Every new electric device is to have a control card to communicate with a SmartMeter so that energy use for each device is monitored and controlled after the use data is communicated to the provider; this implies again that SmartMeters are control devices designed ostensibly to limit or terminate use for any or all devices by the provider and not the user.
"The SmartMeter constitutes a means of unwarranted surveillance, data mining and an invasion of
home life as well as being a potential health hazard because of its output of RF microwave radiation,
and violates Federal wiretapping laws and a January 1, 2011 report stated that RF microwave emissions from SmartMeters with both 2 and 3 antennas also violate current FCC safety standards.
"A July 16, 2002 letter from the U.S. EPA states that FCC exposure guidelines are thermal based and
do not apply to non-thermal exposure situations.
"For these and other reasons, already stated in writing to Georgia Power, as well as the governor, senators and representatives, we remain skeptical of your motives for imposing said additional fee.

Georgia Public Service Commission Votes to "Allow" Opt Out for Georgia Power "Smart" Meters! $19 a Month for the Privilege of Not Being Radiated, Spied Upon, and Burned to Death!
Here's the email I just received from Tim Echols, a member of the Commission:
Yes, we approved it by a 5-0 vote. $19 per month on your bill to opt out and they will come and take the meter off. Does not apply to EMCs or cities.
It is not perfect, but something I bugged them about and $19 was the best I could get. I asked for $10.

This is a start, friends, and thanks to all who helped us get to this point. But no one should have a "smart" meter on their home or business, for the reasons listed elsewhere on this website. They are dangerous, especially to children, the elderly, and the infirm. They catch fire and cause fires. They pass your exact electrical activity to strangers - electric company employees and whomever else can intercept the data. Those are just a few of the reasons they should never have gone up at all.
Remember, the federal Energy Policy Act of 2005, the only law that pertains to "smart" meters, states that you can have a "time-based" meter if you ask for one. I don't know of anyone that asked for one of these dangerous devices. So we should not have to pay a price when we are WITHIN THE LAW in not having one. Those who installed these "Spy and Fry" meters without our permission are OUTSIDE THE LAW, and have no right to charge us!
" Smart" meters should be banned, and we certainly shouldn't have to pay NOT to have one. That's basically blackmail. But at least we're not being lied to anymore about HAVING to have one - there's no law that says so! EMCs and cities should not have to fight to stay healthy and free from a surveillance device - illegal in Georgia, unless the homeowner gives consent - on the side of their home or business.

Btw, I'm going to be writing "opt out fee paid under protest" or something to that effect on my checks. When "smart" meters, like asbestos and lead paint, are seen for the dangers they are, it seems that the law would be on our side, and these fees would, hopefully, be refunded to every customer in Georgia that was forced to pay them.
I'm also not signing any new paperwork, as it may imply or contain language that I am agreeing to the opt out fees, which I definitely don't agree with. I did not "opt in," and there should be no fee for avoiding these not-so-smart meters!

What Do the Power Companies Have Up Their Sleeves for the New Year? Sneaky Meter Swap-outs When Your Back Is Turned and Your Bill is Changing!
One thing to watch out for in the new year, friends. It seems they're switching out the meters when a house changes hands. I've seen it when a homeowner rented out their home for a while. It seems the power company keeps an eye on the house that's "changing hands."
I've also seen it when a renter left and the homeowner returned, only to find a "Spy and Fry" meter on their home, against their wishes.
I'm not sure of the best action to take, other than writing a certified letter to the electric company, telling them in no uncertain terms that they are NOT allowed to put a "smart" meter on your home. There is a link to the left, entitled "Sample 'S' Meter Letters," that may help you do that. There are also ways to safeguard your meter, as delineated at the following link (I can't guarantee these will work, or are the best way): DEFEND YOUR ANALOG.
There is still NO law that says you have to have a digital electric meter, and it is actually illegal to install them, as they are an eavesdropping device, which is against the law in Georgia.

Break Georgia Law?
Recently a letter was mailed to consumers that claims that "smart" meters (also known as digital or wireless meters):
1. 'Lower meter reading cost.' Is it worth lowering the cost to read the meters by raising the risk of getting cancer from the radiofrequency radiation and EMF emitted by these digital meters? The answer is a resounding "No!" For more information on how "smart" meters can cause cancer, especially in children, please visit www.bioinitiative.org.
2. 'Let the utilities know about power outages more quickly.' There have been reports that came out during Hurrican Sandy that this was not the case.
3. 'Provide energy usage info.' Well, not only do they give access to energy usage information, they give access to your power information to anyone with a laptop and the knowhow! Even our own government says the "smartgrid" is not secure, by any means. A University of South Carolina research team found out that the "Smart Meter is Not So Clever About Privacy" (click HERE for link).
4. 'Make pricing options available.' Yes, if you'd like to do your laundry, etc., at night, you can save money.
The letter claims to correct misperceptions about "smart" meters. In reality, it perpetuates the misinformation that we've already seen from various sources, such as:
'Smart meters are safe.' This is not true. "Smart" meters have been shown to be extremely dangerous. They start fires, they shoot cancer-causing radiation through your home and family hundreds of times a day, and the EMFs they create can increase your chances of getting cancer by up to thirteen times!
'Smart meters will not divulge private information.' The CIA last year put out an article that said that the "smart" meters WILL help spy on you, and the chips that come standard in some appliances can be a part of that process: CIA article link. Furthermore, they break Georgia law, to wit (from letter to utility refusing digital meter):
7. “Smart Meters” are, by definition, surveillance devices which violate Federal and State wiretapping laws by recording and storing databases of private and personal activities and behaviors without the consent and/or knowledge of those people who are monitored. They violate Georgia law specifically: TITLE 16. CRIMES AND OFFENSES CHAPTER 11. OFFENSES AGAINST PUBLIC ORDER AND SAFETY ARTICLE 3. INVASIONS OF PRIVACY PART 1. WIRETAPPING, EAVESDROPPING, SURVEILLANCE, AND RELATED OFFENSES O.C.G.A. § 16-11-62 (2011) § 16-11-62. Eavesdropping, surveillance, or intercepting communication which invades privacy of another; divulging private message It shall be unlawful for: (1) Any person in a clandestine manner intentionally to overhear, transmit, or record or attempt to overhear, transmit, or record the private conversation of another which shall originate in any private place; (2) Any person, through the use of any device, without the consent of all persons observed, to observe, photograph, or record the activities of another which occur in any private place and out of public view…(3) Any person to go on or about the premises of another or any private place, except as otherwise provided by law, for the purpose of invading the privacy of others by eavesdropping upon their conversations or secretly observing their activities; (4) Any person intentionally and secretly to intercept by the use of any device, instrument, or apparatus the contents of a message sent by telephone, telegraph, letter, or by any other means of private communication; (5) Any person to divulge to any unauthorized person or authority the content or substance of any private message intercepted lawfully in the manner provided for in Code Section 16-11-65; (6) Any person to sell, give, or distribute, without legal authority, to any person or entity any photograph, videotape, or record, or copies thereof, of the activities of another which occur in any private place and out of public view without the consent of all persons observed; or (7) Any person to commit any other acts of a nature similar to those set out in paragraphs (1) through (6) of this Code section which invade the privacy of another. It is possible for example, with analysis of certain “Smart Meter” data, for unauthorized and/or distant parties to determine medical conditions, personal activities, and/or physical locations of persons within the home, vacancy patterns and/or personal information and/or habits of the occupants.
9. Your company has not adequately disclosed the particular recording and transmission capabilities of the smart meter, or the extent of the data that will be recorded, stored and/or shared, or the purposes to which the data will and will not be put.
'Smart meters don't cause fires.' Not only do the meters cause fires, but the brand that is used in this state is notorious for causing fires. In Decatur, Georgia, a "smart" meter burned out one family's entire wiring system, to the tune of $11,000! Here's the scoop: Link to article.
'There is a law that says I can I can decide whether or not I want a smart meter.' That's actually true. They claim the Federal Energy Policy Act of 2005 does not authorize the customer to opt out. Here's the exact wording of the law - see what you think: "Each utility shall provide each customer requesting a time-based rate with a time-based meter." That does not say that the utility can force you to have a "smart" meter. ON THE CONTRARY! It says that if you ask for a "smart" meter, you can have one.
Click HERE for a Florida state representative explaining the federal law that says that anyone can opt out. If you have a "smart" meter you don't want, you may want to consider hiring a lawyer, if a power company says you must have one, in direct contradiction to federal law.

Are YOU Suffering from
"'Smart' Meter Syndrome"?
Friends, this week, the City of Sebastopol, in California, made it illegal - with a $500 fine as a penalty - to install wireless "smart" meters on a home or business. The wise men and women of the City Council have seen the damage and devastation wrought by digital meters, and have taken drastic action to protect their fellow citizens from harm (http://emfsafetynetwork.org/?p=9360).
Why would they do such a thing? And why would the subject line in this email suggest you should be entitled to payment for suffering inflicted by these relatively new wireless electric meters?
Below are several reasons why I think that people who have been made to suffer due to "smart" meters should be paid by those who have forced them on unsuspecting homeowners, especially because there is NO LAW that says you have to have one! On the contrary, the Federal Energy Policy Act of 2005 specifically says only that you can have one if you ask for one! No one's asking, and here's why:
Current Physical Symptoms and/or Future Illness
Here are some of the physical symptoms that have been connected to "smart" meters. Have you suffered from these lately?
"Headaches, ear ringing (tinnitus), nausea, fatigue, skin rashes, irregular and/or racing heart beats, muscle twitches, difficulty concentrating, insomnia, memory problems, high blood pressure."

You and your family may also be getting shot through daily, even hourly, with cancer-causing radiation, if you have a "smart" meter on or near your home. The World Health Organization has classified the radiofrequency radiation (RF) that these digital meters emit as a Class 2B carcinogen. There's no telling what other damage "smart" meter radiation could do, especially to young children, pregnant women, and the elderly or infirm. Please keep any and all people and pets away from the meter, if at all possible, and especially don't let anyone sleep near it, even though it's on the other side of the wall. RF and EMF travel through the walls and even through skulls, and can cause tears in the blood/brain barrier, and damage to DNA (http://www.bioinitiative.org/rf-color-charts/).
You may be entitled to damages in the future, in my opinion, if you ever have these problems, and they can be traced to your electric meter. So I would suggest you start keeping track of when these problems started, and when you got that meter on your home or business.
Compromised Home and/or Personal Security
Likewise, if you or your family are ever robbed or harmed in your home, it would behoove you to check to see if you have a "smart" meter. These "Spy and Fry" meters can be easily hacked (http://www.greenrightnow.com/keye/2012/10/31/smart-meters-may-need-to-be-a-little-smarter-and-safer/), allowing criminals with the knowhow to see how much electricity you're using. If it's none, especially for a few days, they can probably assume you're not home. So you can look to those who put the eminently hackable meters on your home, if something unthinkable happens. Fire and/or Electrical Damage
You may have seen on the news that "smart" meters have been connected to many, many fires across the country, including here in Georgia. Not only that, but wireless meters have been known to blow out appliances and fry a home's wiring to the tune of thousands of dollars. Unexplained Bill Increases
There have been many cases of homeowners' electric bills increasing dramatically after getting a "smart" meter. If you have made no changes to your electrical habits, yet have been forced to pay a doubled or tripled bill, it makes sense that you would be owed that money from whoever was responsible for the overbilling. Personal Study Reveals that Georgia "Smart" Meters Emit At Least TEN TIMES MORE Radiation Than is Considered Safe By Experts!
Happy New Year, friends! This year we're going to work very hard to expose those who have foisted the dangerous "smart" meter electric meters on unsuspecting Georgians, despite knowing the risks. How dangerous are these grisly gadgets? I'm glad you asked, because that information may save you and your loved ones from disease and death, either from the radiation and EMF "smart" meters constantly emit/cause, or from the fires they are famous for starting.
Below is a new article from the EMF Safety Network, outlining some of the threats you can expect if you have one of these digital disasters. Please read it carefully, and pass it along to friends and family, so they, too, can escape harm. A new updated BioInitiative 2012 Report says that evidence for risks to health has substantially increased since 2007 from electromagnetic fields (EMF) and wireless technologies/radiofrequency radiation (RFR). Cell and cordless phones linked to cancer [Please remember that "smart" meters emit over FORTY TIMES more radiation than a cell phone - and they're on all the time!]
Lennart Hardell, MD at Orebro University, Sweden says, “There is a consistent pattern of increased risk for glioma (a malignant brain tumor) and acoustic neuroma with use of mobile and cordless phones.” He further states:
“Epidemiological evidence shows that radiofrequency should be classified as a human carcinogen. The existing FCC/IEEE and ICNIRP public safety limits and reference levels are not adequate to protect public health.”
A dozen new studies link cell phone radiation to sperm damage. Even a cell phone in the pocket or on a belt may harm sperm DNA, result in misshapen sperm, and impair fertility in men. Laptop computers with wireless internet connections can damage DNA in sperm.
Based on strong evidence for vulnerable biology in autism, EMF/RFR can plausibly increase autism risk and symptoms. ” While we aggressively investigate the links between autism disorders and wireless technologies, we should minimize wireless and EMF exposures for people with autism disorders, children of all ages, people planning a baby, and during pregnancy,” says Martha Herbert, MD, PhD.
Wireless devices such as phones and laptops used by pregnant women may alter brain development of the fetus. This has been linked in both animal and human studies to hyperactivity, learning and behavior problems.
There is more evidence than we need
“The last five years worth of new scientific studies tell us the situation is much worse than in 2007 and yet people around the world have so much more daily exposure than even five years ago. Exposures are linked to a variety of adverse health outcomes that may have significant public health consequences.” (Editor’s notes)

This study covers EMF from powerlines, electrical wiring, appliances and hand-held devices; and from wireless technologies (cell and cordless phones, cell towers, ‘smart meters’, WI-FI, wireless laptops, wireless routers, baby monitors, and other electronic devices). Health topics include damage to DNA and genes, effects on memory, learning, behavior, attention, sleep disruption, cancer and neurological diseases like Alzheimer’s disease. New safety standards are urgently needed for protection against EMF and wireless exposures that now appear everywhere in daily life.
A new suggested RFR precautionary level
A reduction from the BioInitiative 2007 recommendation of 0.1 uW/cm2 for cumulative outdoor pulsed RFR down to something three orders of magnitude lower is justified in 2012 on a public health basis. A precautionary action level of 0.0003 uW/cm2 to 0.0006 uW/cm2 is suggested.
Applying a ten-fold reduction to the ‘effects level’ reported in short-term studies or studies on adults is intended to compensate for the lack of long-term exposure in a particular study, or to adjust for using adult studies in considering children as a sensitive subpopulation.

Terrifying "Smart" Report Released on Halloween - University of South Carolina Prof Proves that These "Spy and Fry" Meters Are a Security Disaster Waiting to Happen to You & Your Family!
It's been proven yet again. Anyone with the knowhow and a laptop can, if you have a "smart" meter, know if you're home, when you get up, go to sleep, and use this information to rob you, or worse. Here's the latest research from the University of South Carolina (link here):
"Wenyuan Xu, a professor at the University of South Carolina's College of Engineering and Computing, and a team of students found they could tap into this utility information as it spewed into the ether.

"After figuring out how to read the data, they conducted an independent test of their new ability by eavesdropping on a local apartment complex using a laptop and an antenna. They found they were able to...gather electrical data from hundreds of apartment units, ranging up to 500 yards away.

"They were also able to discern that 27 of the apartment units were unoccupied, leaving them vulnerable to burglars."
So, aside from the terrible cancer and fire risks associated with "smart" meters, as well as cases of extreme overcharging, now there is more proof positive that criminals can easily use the info from them to target you and your family. Isn't it about time that the Georgia Public Service Commission, and the power companies, did what is right for the citizens of Georgia, and declared "smart" meters the unmitigated disasters that they are? Please write your congress men and women, and ask that they sponsor a bill for the upcoming congressional session, to:
1. Start by making every power company allow a completely free opt out. There is no law that says anyone has to have a "smart" meter (Federal Energy Policy Act of 2005).
2. Begin to phase out "smart" meters altogether. They were a disaster from the beginning, and should not be allowed on any home or business, due to the many dangers associated with them.

I have heard a shocking rumor that couldn't possibly be true. I was told that someone heard Georgia Power is going to threaten people who haven't consented to have cancer-causing radiation-spewing "smart" meters on their homes with shutting off their power. In July. In Georgia.
There is no way that this company, which we have trusted all these years, would allow people, including children, the elderly, the infirm, to die of heat stroke, in summer, just so they can have these cheaply-made, "fundamentally unsound," according to one Sensus employee, digital meters on our homes. Georgia Power does not put profits before people, right?
And I'm sure they are aware that it is ILLEGAL to shut off our power unless we do not pay our bills. As far as being forced by the electric company, which has absolutely no legal authority over our homes and property and actions, to have a "Spy and Fry" smart meter installed, I think we're all well aware of the Federal Energy Policy Act of 2005, which states only that:
“Each electric utility subject to subparagraph (A) shall provide each customer requesting a time-based rate with a time-based meter capable of enabling the utility and customer to offer and receive such rate, respectively.”
Pretty simple, isn't it? And I daresay, 99.99% of Georgians have not requested a time-based rate OR meter. So, even if Georgia Power were considering such a thing, there is no requirement for you to accept, according to the law, no matter what they say to the contrary.
And the Georgia Public Service Commission (800-282-5813), which is tasked with making sure we have SAFE electric power, would certainly not sit idly by while Georgia Power threatened to turn our power off if we refuse, as is our right, to accept a "smart" meter. I mean, if a car company drove a total lemon, which shocked you every five minutes and made you ill, into your driveway and said you had to drive it AND pay for it, you'd call the police, right? Well, the Georgia Public Service Commission is supposed to be policing the electric companies. Please call them and let them know you will not be forced to have a dangerous device on the side of your house, and they should never have approved "smart" meters in the first place!
BTW, two Georgia Public Service Commissioners are up for re-election. This is a very good opportunity to call them and those running against them, to see where they stand on the "smart" meter issue.
Another reason I can't believe the rumor is true is that if Georgia Power turned off power to their "valued" customers if they didn't accept the shoddy "smart" meters, then they would be sued for all sorts of things: loss of food, loss of health, loss of life!
But...just in case it is true, and Georgia Power has instructed their personnel to tell customers their power shall be cut off if they don't accept a "smart" meter, but sure and warn your friends, family, and neighbors. Forward this email to them, and emphasize that THERE IS NO LAW THAT SAYS YOU HAVE TO ACCEPT A "SMART" METER DIGITAL ELECTRIC METER! If you don't want your family members getting cancer, or facing the chance of financial hardships because of outrageous electric bills, or risking a fire (many, many people have experienced fire in their homes due to the installation of "smart" meters), or the insomnia, ringing in the ears, heart palpitations, and other numerous symptoms that have been linked to the switching mode power supply in these devastating devices, please read the suggestions below from Victoria Baer. Thank you! And remember - we are the protectors of our families and property - it is obvious from the fact that the power companies have already installed these obvious pieces of trash on so many homes and businesses that they do not have our welfare foremost in their minds. Please see link above (in headline, and here) about PG & E admitting TWENTY YEARS AGO that electromagnetic fields can cause cancer in children, and that some distance should be maintained for safety. Problem with "smart" meters is, that field, which is created by the switching mode power supply, can be in wires ALL AROUND THE HOUSE! What's Up With Valdosta? They're Putting Up a Fight Against "Smart" Meters!
Hello, friends! I'm so glad you're here. We need all the help we can get, warning Georgians about how dangerous "smart" meters are. I wanted to share the latest from Valdosta with you. I'll do that by posting the letter to the editor I just wrote to the Bainbridge Post-Searchlight newspaper below:
Have you gotten your “smart” meter notice yet? These new digital electric meters can catch fire, explode, melt, and double and triple your electric bill. They shoot cancer-causing radiation through your home and family hundreds of times a day, and the transients created by their power supply can raise your chances of getting cancer up to thirteen times!
Here’s an update from Valdosta:
“The [Georgia Power “smart” meter installers – they may be in little white trucks] from Metadigm have been in Valdosta all week. Some folks received the phone message about the installation, others didn’t…
“… husband spoke with the installer. …this guy said that he had already driven by our house, saw our protest sign, and wouldn’t install a “smart” meter. The same was true for our other rebellious neighbors…
“I was glued to the front of the house, just waiting. The guy drove up, wrote something down…[then] drove on to the other homes. So, for now, we are safe.
“[Another neighbor told] the guy to remove the smart meter and put the analog meter back. The installer had ignored the sticker on the meter, so I am not sure if the sticker alone will save anyone. My suggestion is to also put up a yard sign that gives a clear message. Ours says ‘Refuse Installation of a Smart Meter.’”
There is no law that says you have to have one of these digital meters. At least put a sign that says “DO NOT REPLACE METER. We refuse the “smart” meter due to health, safety, and privacy issues” in a gallon ziplock and tape it below your safe, analog meter. I would encourage you all to write letters to the editor concerning "smart" meters. Feel free to write your own, use mine, or a mixture of both! (-: You can write to newspapers in Southwest Georgia, to warn them of what is coming their way, so they can refuse these diabolical devices. Or you can write to papers in the rest of the state, letting people know exactly what's on the side of their homes, and why that's a very bad thing. If you do that, please suggest they go to www.refusesmartmeters.com, where there are many ideas on what they can do about having a "Spy and Fry" meter on the side of their home.

“Smart” Meters
Violate FCC Regulations, Put in Place to Protect the Public.
PERIOD!
Electric companies claim that that their ‘smart’ meter programs are in full compliance with all FCC regulations. However even a kindergartener could see that this is clearly not the case. If you are unlucky enough to live in a neighborhood that has had "smart" meters installed, you will see three very clear violations of FCC regulations. Let’s take a look atthe guidelines, then each violation individually:
"Class II permissive change filing. Output power listed is conducted. Limited single module approval requires professional installation. The antenna(s) used for this transmitter must be installed to provide a separation distance of at least 20 cm from all persons and must not be collocated or operating in conjunction with any other antenna or transmitter except FHSS radio as documented in this filing. End users and installers must be provided with antenna installation and transmitter operating conditions for satisfying FR exposure compliance."
Utilities are contracting with companies to install their ‘smart’ meters. These companies hire temp workers with little to no electrical or professional expertise, according to previous employees who blew the whistle on dangerous practices. Faulty installations are suspected in several cases where ‘smart’ meters caused fires and explosions. These are NOT professional installations. Strike One.
The FCC requires that all persons be kept at least 20cm from the smart meter. Yet the utilities that oversee "smart" meter installations fail to erect any safety enclosure, post any notices whatsoever warning people to keep their distance.
The utilities claim that people are going to be far from the meter- but what about kids playing around the side of homes or apartment buildings? I have seen this personally, right across the street. This boy is playing football with his friends, not even knowing the danger they are in, since children are much more likely to get cancer from the radiation spewing, day and night, out of "smart" meters.
We imagine all of this is not going to look terribly impressive to a jury calculating the amount of future health damages. Funny that cell phone manuals warn people to keep about 1-2cm away while the ‘smart’ meter requires 20cm distance. That must mean that the smart meter radiation is that much stronger than a cell phone. But that would mean that the utilities are lying….. Strike Two.
“Smart” Meters are being co-located wherever there are multiple units- in apartment buildings, condos, etc. Co-locations result in more frequent and more powerful RF exposures, which is probably why the FCC required that the antennae not be clustered together. Strike 3- you are OUT.
The question is, why is no one enforcing these regulations? Why are state and federal regulatory agencies covering for the utilities while the health and safety of millions of people is put at risk?

Smart Meters Radiation Exposure Up to 160 Times More Than Cell Phones (Hirsch)
Daniel Hirsch, California radiation expert and UCSD instructor, criticizes the industry-influenced CCST report that incorrectly minimized smart meter risks, based on the widely distributed industry-generated Tell Associates report. CCST is a partner with US DOE (US Dept. of Energy), funder and promoter of smart meters. In the following analysis, Hirsch informs us that one smart meter can provide up to the full body radiation exposure of 160 cell phones; in an interview (video), Hirsch provides the average exposure, equivalent to the full body exposure from 100 cell phones. This completely debunks the Tell Associates report, which was paid for by Pacific Gas & Electric.
Abstract
The draft report by the California Council on Science and Technology (CCST) does not appear to answer the questions asked of it by the requesting elected officials. Furthermore, rather than being an independent, science-based study, the CCST largely cuts and pastes estimates from a brochure by the Electric Power Research Institute, an industry group, issued some weeks earlier. The EPRI estimates appear incorrect in a number of regards. When two of the most central errors are corrected – the failure to take into account duty cycles of cell phones and microwave ovens and the failure to utilize the same units (they should compare everything in terms of average whole body exposure) the cumulative whole body exposure from a Smart Meter at 3 feet appears to be approximately two orders of magnitude higher than that of a cell phone, rather than two orders of magnitude lower. You would think that would be self-evident, but apparently not.
